Dear Sir or Madam,

Re: Parking Charge Notice [PCN REFERENCE]
Vehicle Registration: [VEHICLE REG]
Location: [SUPERMARKET NAME AND ADDRESS]
Date of Alleged Contravention: [DATE OF ALLEGED CONTRAVENTION]

I am writing to formally appeal the above parking charge notice. I was a genuine customer of [SUPERMARKET NAME] on the date in question and do not accept that this charge is justified.

Genuine Customer

On the date in question, I visited [SUPERMARKET NAME] to do my shopping. I arrived at approximately [TIME] and left at approximately [TIME]. I was a genuine, paying customer throughout my visit. [IF APPLICABLE: I enclose a copy of my receipt showing a purchase of [AMOUNT] at [TIME], confirming that I was shopping at the store during the period in question.]

The purpose of the parking restriction is to prevent non-customers from using the supermarket car park. As a genuine customer, I was using the car park for its intended purpose.

ANPR Timing Dispute

[USE IF YOU BELIEVE THE RECORDED TIMES ARE WRONG]
The parking charge appears to be based on ANPR camera timestamps. I do not believe these accurately reflect my actual entry and exit times. ANPR systems are known to produce timing errors, and factors such as queuing to enter or exit the car park, slow barriers, or re-entry after loading shopping can distort the recorded duration. I request the full ANPR images for verification.

[USE IF YOU LEFT AND RETURNED]
I visited the car park on two separate occasions on the same day: once at approximately [FIRST VISIT TIMES] and again at approximately [SECOND VISIT TIMES]. The ANPR system appears to have recorded my first entry and second exit as a single continuous stay, which is incorrect. These were two separate visits, each within the permitted time.

Maximum Stay Proportionality

The maximum stay at this location is [MAXIMUM STAY]. For a [large supermarket / supermarket with additional retail units / supermarket with a cafe], this is insufficient time for a typical shopping visit, particularly for elderly customers, families with children, or anyone who also uses the adjacent facilities. A charge of [AMOUNT] for a genuine customer who slightly exceeded the time limit is disproportionate.

Grace Period

Under both the BPA and IPC Codes of Practice, and the forthcoming Parking Code of Practice, operators must allow a grace period of at least 10 minutes after any permitted period expires. [IF APPLICABLE: If the grace period had been correctly applied, my stay would have fallen within the permitted time.]

I request that this charge be cancelled. I was a genuine customer using the car park for its intended purpose, and the charge is unjust.

Yours faithfully,

[YOUR NAME]

How to Use This Template

  1. 1

Replace all placeholders in square brackets with your actual details.

  4. 4

If you left and returned on the same day, explain this clearly with approximate times for each visit.

  5. 5

Send your appeal within 28 days. If rejected, escalate to POPLA (BPA members) or IAS (IPC members).

Tips for a Stronger Appeal

Many supermarkets have a process for cancelling parking charges for genuine customers. Contact the store manager first; some can authorise cancellation directly with the operator.

Keep your supermarket receipt. Even a small purchase confirms you were a genuine customer.

If the maximum stay is unreasonably short (for example, 90 minutes at a large supermarket), this strengthens your proportionality argument.

ANPR cameras at supermarkets can be confused by adjacent roads or car parks. If the camera could have captured your plate while you were driving past (not parked), raise this.

Check whether the supermarket advertises "free parking for customers" on its website or signage. If so, screenshot this and include it in your appeal.
