Dear POPLA Assessor,

I am appealing the decision of [OPERATOR NAME] to reject my challenge to the above parking charge. I believe the charge should be cancelled for the following reasons.

1. Non-Compliance with the BPA Code of Practice

The operator is required to comply with the BPA Approved Operator Scheme Code of Practice. I contend that the operator has failed to meet the required standards in the following respects:

I contend that the NtK was either served late, did not contain the prescribed wording, or was otherwise non-compliant. Without a valid NtK, the operator cannot transfer liability to the registered keeper.
