A formal appeal letter template for challenging an Indigo (formerly Vinci Park) parking charge. Covers pay-and-display issues, permit disputes, ANPR errors, and BPA Code compliance.
When to Use This Template
Use this template when you have received a parking charge from Indigo (previously known as Vinci Park or Vinci Parking) and want to appeal directly to them. Indigo is a BPA member, so rejected appeals can be escalated to POPLA. This template works for hospital car parks, town centre car parks, business park charges, and permit-related disputes.

[YOUR NAME] [YOUR ADDRESS] [YOUR CITY] [YOUR POSTCODE] [DATE] Indigo Park Services UK Limited Appeals Department Park House 300 Pavilion Drive Northampton, NN4 7YE Dear Sir or Madam, Re: Parking Charge Notice [PCN REFERENCE] Vehicle Registration: [VEHICLE REG] Car Park: [CAR PARK NAME AND LOCATION] Date of Alleged Contravention: [DATE OF ALLEGED CONTRAVENTION] I am writing to formally appeal the above parking charge notice. I do not accept liability for this charge and request that it be cancelled for the following reasons. [CHOOSE AND EXPAND THE RELEVANT SECTIONS BELOW] Payment Machine or System Failure On the date in question, I [purchased a valid ticket / paid via the app / held a valid permit]. [DESCRIBE THE ISSUE: e.g., the machine was out of order, the app did not process my payment correctly, my ticket was displaced by wind, my permit was valid but not recognised by the patrol officer.] I took reasonable steps to comply with the parking terms and should not be penalised for a system error or an honest mistake. ANPR Timing Dispute I request the full ANPR camera images for my vehicle showing both the entry and exit times. I do not believe the recorded times accurately reflect my actual stay. ANPR cameras are susceptible to errors caused by lighting conditions, weather, and plate misreads. If the images are unclear or the timestamps are unreliable, the charge cannot be substantiated. Signage Deficiencies Under the BPA Approved Operator Scheme Code of Practice, all terms and conditions must be communicated through clear, prominent, and legible signage at every entrance and within the car park. [DESCRIBE ANY SIGNAGE ISSUES: e.g., tariff boards were unclear, the maximum stay was not prominently displayed, signage was damaged or obscured, or directional signage was misleading.] POFA 2012 Compliance I request confirmation that the Notice to Keeper was served within the statutory timeframe required by Schedule 4 of the Protection of Freedoms Act 2012, and that it contains the full prescribed wording. Any failure to comply with these requirements renders the charge unenforceable against the registered keeper. I request that this charge be cancelled. Should you reject this appeal, I intend to escalate the matter to POPLA. Yours faithfully, [YOUR NAME]

Tips for a Stronger Appeal
Indigo manages many hospital and NHS car parks. If your charge relates to a hospital visit, emphasise that medical appointments are unpredictable and overstays are often beyond the patient control.
If you paid via an app, check the app transaction history for evidence of payment or attempted payment.
Indigo was formerly known as Vinci Park. If old signage still references Vinci, this inconsistency may confuse motorists about who to contact, which you can raise.
For permit-related disputes, check the exact terms of your permit. Some permits are zone-specific or time-limited, and a minor misunderstanding may be defensible.
Request the full evidence pack from Indigo, including patrol officer notes or ANPR images, before drafting your detailed appeal.
