When to Use This Template
Use this template when you have received a parking charge at a hospital car park, whether the hospital is NHS or private. [YOUR NAME] [YOUR ADDRESS] [YOUR CITY] [YOUR POSTCODE] [DATE] [PARKING OPERATOR NAME] [OPERATOR ADDRESS] Dear Sir or Madam, Re: Parking Charge Notice [PCN REFERENCE] Vehicle Registration: [VEHICLE REG] Hospital: [HOSPITAL NAME] Date of Alleged Contravention: [DATE OF ALLEGED CONTRAVENTION] I am writing to formally appeal the above parking charge, which was issued at [HOSPITAL NAME] car park. I do not accept liability and request that the charge be cancelled. Medical Appointment Overrun On the date in question, I attended [HOSPITAL NAME] for a [medical appointment / visit to a patient / emergency admission]. My appointment was scheduled for [APPOINTMENT TIME] but I was not seen until [ACTUAL TIME SEEN], and my consultation/treatment did not conclude until [TIME FINISHED]. This overrun was entirely beyond my control, as patients cannot simply walk out of medical consultations or treatments. I purchased [HOURS] hours of parking, which would have been sufficient had my appointment run to schedule. The overstay was caused solely by the hospital running behind schedule, which is a common and well-documented occurrence. [IF APPLICABLE: MEDICAL EMERGENCY SECTION] I attended the hospital as an emergency / I was accompanying a family member who required urgent medical attention. In an emergency situation, the priority is the health and safety of the patient, not parking compliance. I returned to my vehicle as soon as it was safe and reasonable to do so. [IF APPLICABLE: PAYMENT MACHINE ISSUES] I attempted to [pay for additional time / extend my parking] but the payment machine [was out of order / did not accept my card / was not accessible from within the hospital without leaving the building]. I should not be penalised for a failure in the parking infrastructure at a healthcare facility. Mitigating Circumstances Hospital car parks serve a uniquely vulnerable population: patients who may be unwell, anxious, or in pain; visitors who may be distressed; and staff who cannot leave their duties. The parking operator has a duty to apply the rules proportionately and with compassion. Issuing a charge to someone whose only transgression was receiving medical care for longer than anticipated is disproportionate and unreasonable. Evidence Enclosed I enclose the following in support of my appeal: - [Appointment letter / hospital letter confirming the date and time of my attendance] - [Discharge summary or medical record extract showing the duration of my visit] - [Parking ticket showing the time purchased] - [Photographs of payment machine if it was out of order] I request that this charge be cancelled in full. Yours faithfully, [YOUR NAME]
How to Use This Template
- 1
Replace all placeholders in square brackets with your actual details.
- 2
Choose the sections relevant to your situation (appointment overrun, emergency, or machine failure) and remove the others.
- 3
Request a letter from the hospital or clinic confirming your appointment time and actual attendance time. Most hospitals will provide this on request.
- 4
If you were visiting a patient, a letter from the ward or a visitor log entry supports your claim.
- 5
Check whether the hospital has a parking validation or refund scheme for patients whose appointments overrun. Many NHS Trusts have these, though they are not always well publicised.
- 6
Send your appeal within 28 days. If rejected, escalate to POPLA or IAS depending on the operator.
Tips for a Stronger Appeal
Many hospital parking operators have specific policies for patients whose appointments overrun. Ask the hospital PALS (Patient Advice and Liaison Service) team for help.
If you are a regular patient (for example, attending chemotherapy, dialysis, or physiotherapy), ask the hospital about patient parking permits or exemptions.
Take a photograph of your parking ticket and the hospital letter side by side. This visual evidence makes the timeline clear at a glance.
Hospital parking charges have attracted significant media and political attention. If your appeal is rejected, contacting your local MP or local media can sometimes prompt the operator to reconsider.
Check whether the hospital Trust has agreed reduced rates or maximum caps with the parking operator. These are sometimes published in the Trust board papers.
