When to Use This Template

Use this template when you have received a parking charge from NCP (National Car Parks) and want to appeal directly to them. NCP is a member of the International Parking Community (IPC), so rejected appeals can be escalated to the IAS (Independent Appeals Service). I am writing to formally appeal the above parking charge. I do not accept liability for this charge and request that it be cancelled for the following reasons.

Payment System Issues

ANPR Evidence Reliability

NCP relies upon Automatic Number Plate Recognition cameras to record entry and exit times. I request the full ANPR images showing my vehicle entering and exiting the car park. ANPR systems are known to produce misreads, particularly in low light, wet conditions, or when plates are partially obscured. If the ANPR images do not clearly and unambiguously show my vehicle registration, the charge lacks evidential foundation.

Signage Compliance

Under the IPC Code of Practice, signage must be prominent, legible, and positioned at every entry point and throughout the car park. The terms, including maximum stay, tariffs, and the consequences of non-compliance, must be clearly displayed. POFA 2012 Compliance

I request that this charge be cancelled. If you reject this appeal, I intend to escalate the matter to the IAS as the independent appeals service for IPC members.

Tips for a Stronger Appeal

NCP is one of the largest parking operators in the UK. They process a high volume of appeals and often use template responses. Do not be discouraged by a rejection; escalate to the IAS.

If you paid via the NCP app, check your app history for proof of payment or attempted payment.

NCP car parks with pay-on-exit barriers sometimes have issues with barrier malfunctions. If the barrier was up (open) when you exited, screenshot your exit time from dashcam footage if available.

Check the NCP website for the specific car park. The published tariff may differ from the signage on-site, which creates an inconsistency you can raise.

Request your ANPR images via a Subject Access Request under UK GDPR. NCP must respond within 30 days.
