How to Appeal a Southampton City Council Parking Fine

1

Informal Challenge

Within 14 days

Submit an informal challenge to Southampton City Council as soon as possible after receiving the PCN. Explain why you believe the fine should be cancelled, and include any supporting evidence such as photos, receipts, or medical documentation. During this stage, your 50% early payment discount is preserved.

Tip: Even if you are not sure your challenge will succeed, it costs nothing to try and preserves your discount if you ultimately decide to pay.

2

Formal Representation

Within 28 days of NtO

If your informal challenge is rejected, Southampton City Council will issue a Notice to Owner (NtO). You then have 28 days to submit a formal representation. This must be based on one of the statutory grounds of appeal. Include all evidence and be specific about which ground applies to your case.

Key grounds include: procedural impropriety, the contravention did not occur, the PCN has been paid, the penalty exceeds the amount due, or the vehicle was not in the location at the time.

3

Tribunal Appeal

Within 28 days of rejection

If Southampton City Council rejects your formal representation, you can appeal to TPT. This is a free, independent tribunal. You can submit your appeal online, and most cases are decided on the paperwork without a hearing. The tribunal's decision is final and binding on the council. If you win, the PCN is cancelled.

Good news: 50% of appeals against Southampton City Council succeed at this stage. There is no cost to you, and no penalty if you lose.
