Horizon Parking at Retail Parks: Your Appeal Guide
Horizon Parking manages car parks at retail parks and commercial sites across the UK using ANPR camera technology. If you have received a Horizon Parking charge at a retail park, you should know that this operator is a member of the IPC (International Parking Community), not the BPA. This means your independent appeal route is IAS (Independent Appeals Service), not POPLA.
IPC Membership and IAS Appeals
Because Horizon Parking is an IPC member, the appeals process works slightly differently. Appeal first to Horizon Parking directly within 28 days. If rejected, escalate to IAS within 28 days of the rejection. IAS operates under the IPC Code of Practice, which has similar requirements to the BPA Code: clear signage, grace periods, proportionate charges, and proper NtK service.
Unreasonable Time Limits
Retail parks are multi-purpose sites with a range of stores and facilities. A 2-hour limit at a retail park with B&Q, Next, Costa, and 15 other shops does not reflect reality. When appealing, list every store and facility at the site and calculate how long a reasonable visit involving three or more stops would take. If the calculation exceeds the time limit, the limit is arguably unreasonable.

Signage at Multiple Entrances
Retail parks have multiple vehicle entry points. Horizon Parking must display compliant signage at every entrance. Visit the site and photograph every entrance, including side roads and secondary access points. A single entrance without signage is a strong ground for appeal, as drivers entering there were not informed of the terms.
Horizon Parking Court Risk
Horizon Parking generally does not pursue unpaid charges through the County Court. They may send reminder letters and pass the charge to a debt collection agency, but the risk of actual court proceedings is low. This is an important factor in your risk assessment.
No-Return Restrictions
Some Horizon Parking sites impose no-return-within restrictions. If you visited the retail park twice in one day and received a charge, check whether the restriction was clearly displayed at every entrance. Buried or small-print restrictions are not enforceable.
Building Your Appeal
Check the NtK date first. Photograph all entrances and signage. Gather receipts from every store you visited. Appeal to Horizon Parking within 28 days. If rejected, escalate to IAS (not POPLA) within 28 days.
