CP Plus at Universities: Your Appeal Guide
CP Plus manages parking enforcement at a number of UK university campuses. They use ANPR cameras, manual patrols, and permit-checking systems. University parking is complicated, with multiple permit categories, different zones for students, staff, and visitors, and rules that change by time of day and academic term.
The Complexity of University Parking
University campuses are among the most confusing places to park. Different car parks serve different groups: staff-only areas, student permit zones, visitor short-stay, disabled bays, and loading zones. The boundaries between these zones are often poorly marked, with faded paint lines, small signs, and minimal physical barriers. If you parked in the wrong zone because the boundaries were unclear, this is one of the strongest defences available.
Permit Issues
CP Plus university charges frequently arise from permit problems: expired permits, permits not displayed correctly, parking in a zone your permit does not cover, or the system not recognising a valid digital permit. If you had a valid permit for the university but the charge was issued due to a display error or zone confusion, gather your permit evidence and explain the situation.

Academic Overruns
University schedules are not always predictable. Lectures run over, exams are delayed, lab sessions extend, and supervisions take longer than planned. If you parked in a short-stay or visitor area because you expected a brief visit, and your academic commitment overran, this is a legitimate reason for your overstay.
Get confirmation from your department, tutor, or exam office about the overrun. A letter or email confirming the extended academic commitment strengthens your appeal significantly.
Getting University Support
The university's estates department, parking office, or student union may be able to help with CP Plus charges. Some universities have an agreement with their parking operator to cancel charges for students and staff in certain circumstances. Contact the relevant office, explain your situation, and ask whether they can intervene or provide a supporting letter.
The student union is particularly useful if the parking issues affect many students. They may already have a process for handling parking complaints or even a relationship with CP Plus management.
CP Plus Court Risk
CP Plus does occasionally pursue cases to court, though it is less common than with ParkingEye. University charges with clear signage or zone failures are defensible. If you have photographic evidence of unclear zones, your risk is low.
Building Your University Appeal
Photograph the zone boundaries, signage, and any areas where the zoning is ambiguous. Gather your permit details, lecture timetable, and evidence of any overruns. Check the NtK date. Appeal to CP Plus within 28 days. If rejected, [escalate to POPLA](/appeal) within 28 days.
